Buildings when erected and until the University itself was opened. Fearing that the project would be wrecked I had myself been in favour of fixing the necessary Endowment Fund at a less high figure. The Resolutions were referred to Mr. Mody and to the College of Medicine. The latter accepted them without comment, but Mr. Mody replied that he was most anxious to see the scheme take shape in his own life-time, and was not willing to spend money on buildings which might hereafter for lack of funds for a University be devoted to some other purpose. He said he would allow his offer to remain open for 6 months as from January 1st, 1909, and if at the end of that time an adequate Endowment Fund was in sight he was prepared to carry out his promise.

I have now drawn up a Statement of the Objects in view and I have appointed a Committee whose immediate task it will be to endeavour to raise the funds required. I have written privately to Sir John Jordan asking him to enlist the support of the Chinese Government. But before proceeding further it is necessary that I should ask Your Lordship's sanction to the grant of the site proposed, which is an integral part of the project.
